IRM Report

Την Πέμπτη 2 Ιανουαρίου, το IRM (Independent Report Mechanism του OGP) μάς έστειλε την έκθεσή του, βάσει του progress report που είχαμε καταθέσει το φθινόπωρο.

Την έκθεση, εκ μέρους του IRM, έχει γράψει ο Θανάσσης Πρίφτης, που είναι ο ανεξάρτητος ερευνητής για την Ελλάδα.

Τώρα έχουμε τρεις εβδομάδες να δώσουμε εσωτερικά τις παρατηρήσεις μας, και μετά το κείμενο θα βγει δημόσια για ενημέρωση και διαβούλευση.

Dear Ms. Routzouni,

I am the Program Manager for the Independent Reporting Mechanism of the Open Government Partnership. I am pleased to let you know that the report by Athanasios Priftis, the National Researchers for Greece, will be ready in draft form for government review and comment in the second half of next week. We encourage you to share this information with your colleagues in government and civil society so that they may be prepared for the upcoming comment period.


Scope of commenting
Each IRM progress report undergoes two commenting periods. In the first of those two, each OGP participating government is invited to review IRM reports in draft form before they are put out for broader comment. While Governments will not have veto power over any section of these reports, they will have the opportunity to offer additional information, clarifications and other evidence that IRM experts will then take into account before finalizing the draft reports for publication. These comments will not be made public with the IRM report and can be considered confidential. During this period, the IRM retains the right to share copies of the draft report, on an embargoed basis, with experts in the country who can help to ensure the highest quality of reporting.

For the second phase of comments, there will be a space on the OGP website for broader public comment on reports, including formal responses by governments. Comments made in this later period will be published alongside a final version of the report.

Timeframe for first commenting period
For a period of three weeks (21 calendar days) following receipt of the report, each government is given an opportunity to identify possible factual errors in their country report. Note that this review period is optional and further opportunities for comments will be provided when the report is available for public review. Please alert the IRM if you wish to waive this optional comment period. We recognize the timeframe is not ideal, but due to the tight schedule of the OGP progress reporting process, unfortunately, extensions cannot be granted.

Post-comment communication
In cases where comments merit additional verification, the IRM researcher and the IRM staff may need to contact you for additional information. In order to facilitate ease of communication, there is a strong preference for informal communications. The IRM staff, National Researchers, and IEP take each comment seriously in the interest of producing a fair and useable reports.

Due to the volume of reporting, the IRM cannot respond to individual comments in writing, but we encourage you to contact us if there is any need for clarification of either the process or our responses at irm@opengovparnership.org.
